You can still cancel the order even after the item is shipped --- but you must  not accept the delivery (otherwise you have to mail back yourself) AND you may lose the difference of exchange rate in purchase/refund.

Me: I mean I didnt apply a promo code when I ordered.
I can only use the promo code if I cancel and order again.

If the order show up, you can refuse the order.
You can place new order with the promotional credit.
Me: Will I be charged double or if I refused will I be charged shipping?
Saranya: Once you refused, you'll get full refund for the item.

Ans Since it was international shipping and shipped via SF_STD carrier, we don't have option to call them.
