I got this problem a few weeks ago, changing a PSU helped to solve the problem surprisingly

i searched in the web when i had this problem, some suggested using a hair dryer to heat the board every time to power on the machine

for my case, changing a PSU helped me to get rid of this problem

The CPU temperature of my old computer (Rampage 4 Black + i7-3930K + H100i) was normally below 35 degrees C.

Note: I added two additional Noctua 120mm fans on-top of the H100i heatsink (already with two 120 fans).  
Case is Cooler Master HAF 932.
